| Provisions on the Supervision and Administration of Public Security Video and Image Information Systems | | 公共安全視頻圖像信息系統監督管理工作規定 |
| Article 1 These Provisions are formulated for the purpose of ensuring the effective implementation of the Regulation on the Administration of Public Security Video and Image Information Systems (the "Regulation") and regulating the supervision and administration by public security authorities over the construction and use of public security video and image information systems ("public security video systems"). | | 第一條 為了保障《公共安全視頻圖像信息系統管理條例》（以下簡稱《條例》）的貫徹實施，規范公安機關對公共安全視頻圖像信息系統（以下簡稱“公共安全視頻系統”）建設、使用的監督管理，制定本規定。 |
| Article 2 These Provisions apply to the supervision and administration by public security authorities over the construction and use of public security video systems in accordance with the Regulation. | | 第二條 公安機關依照《條例》規定，對建設、使用公共安全視頻系統實施監督管理，適用本規定。 |
| Article 3 Public security authorities shall conduct the supervision and administration of public security video systems in accordance with the principles of law-based administration, division of responsibilities, classified regulation, and efficiency. | | 第三條 公安機關開展公共安全視頻系統監督管理工作，應當遵循依法依規、分工負責、分類監管、便捷高效的原則。 |
| Article 4 The departments of science and information technology of public security authorities shall be responsible for the overall supervision and administration of the construction and use of public security video systems. | | 第四條 公安機關科技信息化部門統籌負責公共安全視頻系統建設、使用的監督管理工作。 |
| The public security administration, counter-terrorism, and cybersecurity departments of public security authorities shall, within their respective responsibilities, be responsible for the supervision and administration of the construction and use of public security video systems. | | 公安機關治安管理、反恐怖、網絡安全保衛部門在各自職責范圍內，負責公共安全視頻系統建設、使用的監督管理工作。 |
| Public security authorities in the railway and civil aviation sectors, as well as immigration administrations, shall, within their respective jurisdictions, be responsible for the supervision and administration of the construction and use of public security video systems. | | 鐵路、民航等行業公安機關和移民管理機構在各自管轄范圍內，負責公共安全視頻系統建設、使用的監督管理工作。 |
| Article 5 A public security video system administrator may, through either online or offline means, go through the filing procedures specified in Article 14 of the Regulation. | | 第五條 公共安全視頻系統管理單位可以通過線上或者線下方式辦理《條例》第十四條規定的備案。 |
| Public security authorities shall uniformly establish and deploy a filing platform for public security video and image information systems to support online filing procedures. | | 公安機關統一建設部署公共安全視頻圖像信息系統備案平臺，支持通過線上方式辦理備案。 |
| Article 6 When going through filing procedures, a public security video system administrator shall provide the identity documents of the authorized personnel and a power of attorney for filing affixed with the entity's official seal, and shall either complete the following filing information truthfully or submit the corresponding filing materials: | | 第六條 公共安全視頻系統管理單位辦理備案時，應當提供經辦人身份證件和加蓋單位公章的委托辦理備案授權書，并如實填寫以下備案信息或者提交備案材料： |
| (1) Basic information about the administrator, including its name, type, and unified social credit code; | | （一）公共安全視頻系統管理單位基本信息，包括單位名稱、類型、統一社會信用代碼等； |
| (2) Basic information about the public security video system, including its installation location (with information on image capture devices), quantity, functional type, and the retention period of video and image information. | | （二）公共安全視頻系統基本信息，包括系統建設位置（含圖像采集設備相關信息）、數量及功能類型、視頻圖像信息存儲期限等。 |
