For the purpose of implementing the decisions and plans of the CPC Central Committee and the State Council, the Ministry of Commerce has, in collaboration with relevant departments, formulated the Work Plan for Deepening Reform and Innovation in National Economic and Technological Development Zones to Promote High-Quality Development through High-Standard Opening-up. With the approval of the State Council, the Work Plan is hereby issued to you for organized and conscientious implementation.
Work Plan for Deepening Reform and Innovation in National Economic and Technological Development Zones to Promote High-Quality Development through High-Standard Opening-up
The establishment of national economic and technological development zones (“NETDZs”) is a key initiative in advancing reform and opening-up in China. For the purpose of implementing the decisions and plans of the CPC Central Committee and the State Council and promoting the high-quality development of NETDZs, the following Work Plan is hereby formulated with the approval of the State Council.
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the guiding principles of the 20th National Congress of the Communist Party of China and the Second and Third Plenary Sessions of the 20th CPC Central Committee shall be fully implemented, the new development philosophy shall be fully, accurately, and comprehensively applied, and close focus shall be placed on advancing Chinese modernization. Continuous efforts shall be made to stimulate innovation vitality and unleash endogenous driving forces, encourage active participation in the development of a new development pattern, and leverage high-standard opening-up to promote deeper reform and high-quality development. NETDZs shall take the lead in reform and opening-up, further improve the institutional mechanisms for high-standard opening-up, actively participate in high-quality Belt and Road cooperation, expand international cooperation, promote industrial upgrading toward more advanced, greener, and more digitalized development, foster new quality productive forces based on local conditions, so as to strive to open up a new chapter in the development of NETDZs.
II. Fostering New Quality Productive Forces in Light of Local Conditions

1. Enhancing the capacity for original innovation. Eligible NETDZs shall be supported in establishing major industrial and technological innovation platforms, and relevant entities within the zones shall be supported in carrying out national and local science and technology programs. Leading high-tech enterprises in NETDZs shall be encouraged to form innovation consortia with universities and research institutes, strengthen coordination with national university science parks, and collaborate to promote technological innovation and its commercial application. Support shall be provided for the development of industrial innovation and service platforms in NETDZs, including concept verification platforms, pilot-scale testing platforms, industrial metrology and testing centers, national quality inspection centers, one-stop quality infrastructure service platforms, and technology-based business incubators. NETDZs shall be permitted to directly apply for recognition as provincial-level science and technology innovation platforms. Eligible NETDZs shall be supported in establishing offshore innovation bases and exploring pathways for overseas research and development and domestic commercialization. NETDZs shall be encouraged to establish demonstration zones for building China into a strong intellectual property (IP) nation, strengthen IP collaboration both within and outside the zones, intensify the implementation of trademark and brand strategies, and actively explore new models for coordinated IP utilization, such as patent pools.
2. Consolidating the foundation for high-quality development of the manufacturing sector. NETDZs shall be supported in participating in the National Industrial Foundation Reengineering Project, the Major Technical Equipment Tackling Project, the Major Technological Transformation and Upgrading Project in Manufacturing, and the Large-Scale Equipment Renewal Program. NETDZs shall be encouraged to upgrade traditional industries through digital, intelligent, and green technologies. Support shall be provided for NETDZs to establish future industry incubators and pilot zones, strengthen the metrology system and capacity for future industries, and make forward-looking arrangements for their development. NETDZs shall be encouraged to develop service-oriented manufacturing and to guide producer services toward greater specialization and higher positions along the value chain.
3. Promoting the in-depth integration of the digital economy and the real economy. NETDZs shall be supported in participating in the Digital Transformation of Manufacturing Initiative and the Intelligent Manufacturing Project, and in developing high-standard digital parks, digital transformation model enterprises, and smart factories. NETDZs shall also be supported in attracting and cultivating industrial internet platforms and smart manufacturing system solution providers with industry leadership, systematically promoting the digital transformation and upgrading of manufacturing enterprises through structured, visualized, and standardized approaches, and fostering the growth of the data industry. In accordance with the national master plan and based on local conditions, support shall be provided for the construction of computing infrastructure, fifth-generation mobile communication (5G) networks, and other digital infrastructure in NETDZs. Active support shall be given to NETDZs located in the initial development areas of western hub nodes in undertaking key projects under the “Eastern Data, Western Computing” initiative. Central budget for investment and other available funding sources shall be leveraged to support eligible NETDZs in the development of information infrastructure projects.
