| The State Council decides to amend the Interim Regulation on Express Delivery as follows: | | 國務(wù)院決定對《快遞暫行條例》作如下修改： |
| I. One article is added as Article 3: "The development of the express delivery industry shall follow the principles of market orientation, ensuring safety, innovation as a driver, and coordinated development, and establish a safe, high-efficiency, green, and energy-saving express delivery service system with advanced technology and high-quality service which benefits both urban and rural areas." | | 一、增加一條，作為第三條：“快遞業(yè)發(fā)展應(yīng)當(dāng)遵循市場主導(dǎo)、保障安全、創(chuàng)新驅(qū)動、協(xié)同發(fā)展的原則，構(gòu)建普惠城鄉(xiāng)、技術(shù)先進(jìn)、服務(wù)優(yōu)質(zhì)、安全高效、綠色節(jié)能的快遞服務(wù)體系。” |
| II. Article 9 is renumbered as Article 10 and amended to read: "The state improves comprehensive support policies and works towards greener, reduced, and recyclable express packaging. | | 二、將第九條改為第十條，修改為：“國家完善綜合性支持政策，推進(jìn)快遞包裝綠色化、減量化、可循環(huán)。 |
| "The state encourages enterprises engaged in express delivery business and consignors to use degradable and recyclable environmentally-friendly packaging materials." | | “國家鼓勵經(jīng)營快遞業(yè)務(wù)的企業(yè)和寄件人使用可降解、可重復(fù)利用的環(huán)保包裝材料。” |
| III. One chapter is added as Chapter VI, titled "Express Packaging," which includes Articles 37 to 45. | | 三、增加一章，作為第六章，章名為“快遞包裝”，包括第三十七條至第四十五條。 |
| IV. One article is added as Article 37: "Express packaging shall comply with the requirements of express delivery production operations, conserve resources, avoid excessive packaging, and prevent environmental pollution. | | 四、增加一條，作為第三十七條：“快遞包裝應(yīng)當(dāng)符合寄遞生產(chǎn)作業(yè)的要求，節(jié)約使用資源，避免過度包裝，防止污染環(huán)境。 |
| "The standardization, post administration, and other departments of the State Council shall, in accordance with the division of responsibilities, organize the formulation of national and industry standards for express packaging. Express packaging must comply with national mandatory standards." | | “國務(wù)院標(biāo)準(zhǔn)化行政主管部門和國務(wù)院郵政管理等部門按照職責(zé)分工組織制定快遞包裝的國家標(biāo)準(zhǔn)、行業(yè)標(biāo)準(zhǔn)。快遞包裝應(yīng)當(dāng)符合強(qiáng)制性國家標(biāo)準(zhǔn)。” |

One article is added as Article 38: "The state encourages scientific and technological innovation and supports the use of new technologies, materials, and processes to research on and develop and produce express packaging that meets green and environmental protection requirements." | | 五、增加一條，作為第三十八條：“國家鼓勵科技創(chuàng)新，支持采用新技術(shù)、新材料、新工藝研發(fā)、生產(chǎn)符合綠色環(huán)保要求的快遞包裝。” |
