In 2025, the banking and insurance sectors shall adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the guiding principles of the 20th CPC National Congress and the Second and Third Plenary Sessions of the CPC 20th Central Committee, strictly follow the decisions of the Central Economic Work Conference and the Central Rural Work Conference, and carry out the work arrangements set forth in the Opinions of the Central Committee of the CPC and the State Council on Further Deepening the Rural Reform and Making Solid Progress in Promoting Comprehensive Rural Revitalization. The two sectors shall prioritize agricultural and rural development, continue to deepen reforms, learn from and apply the experience of the Green Rural Revival Program in Zhejiang Province, continuously enhance the quality and efficiency of financial services for agriculture, rural areas, and rural residents, and relentlessly strengthen financial support for consolidating and expanding the achievements in poverty alleviation. The relevant work arrangements for 2025 are hereby notified as follows:
I. Deepening Reforms of the Financial System and Mechanisms for Agriculture, Rural Areas, and Farmers
一、深化“三農”金融體制機制改革
1. Establishing a tiered, mutually-reinforcing, and competitively-balanced rural financial service system. All banking institutions shall fully leverage their primary operational responsibilities and core business competencies, as well as their comparative advantages and specialized strengths, to identify precise focal points for financial services in rural revitalization, vigorously develop agricultural supply chain financing and agribusiness supply chain financing, expand the coverage of first-time rural borrowers (also known as "first-loan recipients"), and sustain credit allocation to key sectors in building China into an agricultural powerhouse and advancing comprehensive rural revitalization. The reform of agency outlets under the Postal Savings Bank of China shall be deepened, and pilot programs shall be launched to deliver comprehensive financial services. Financial conglomerates shall leverage their group-wide strengths to deliver diversified services for rural revitalization, including integrated financial solutions and financing and advisory services. The pilot programs for equity investments by financial asset investment companies and for merger and acquisition loans to agritech enterprises shall be leveraged to reinforce support for agricultural technological innovation. The restructuring and risk resolution of rural credit cooperatives shall be expedited, and the reduction in quantity and enhancement in quality of village and township banks shall be promoted in a prudent and orderly manner.
2. Improving internal specialized business mechanisms of financial institutions. Banking institutions shall continuously increase resource allocation for agricultural services, particularly in personnel deployment, IT infrastructure, and expense arrangements, and shall reasonably determine internal fund transfer pricing for inclusive agricultural loans. Preferential support shall be strengthened for key fields including agricultural core technologies and grain and oil crop cultivation. The long-term mechanism enabling "proactive willingness to lend, willingness to lend, institutional capacity to lend, and professional competence in lending" shall be continuously enhanced, and policies on non-performing loan tolerance and duty-of-care liability exemptions shall be refined through comprehensive implementation. Large insurance companies shall be encouraged to prioritize agricultural insurance in resource allocation, performance evaluation, statistical accounting, and risk management.
II. Continuously Strengthening Financial Support for Priority Areas of Agriculture, Rural Areas, and Farmers

3. Ensuring financial support for grain and other major agricultural products. The banking and insurance sectors shall vigorously support the large-scale initiative to increase per-unit yields of major grain and oil crops. They shall be encouraged to expand credit supply to key counties for grain production capacity enhancement and actively collaborate with local governments in piloting special discounted loans for grain and oil cultivation. The stable development of animal husbandry shall be supported to alleviate difficulties in industries such as the beef cattle industry and the dairy cattle industry. Financial investment shall be further increased in biotechnological breeding, agricultural machinery, and smart agriculture to foster new productive forces in agriculture. Multi-party collaboration shall be strengthened to explore effective financial models for supporting farmland water conservancy, saline-alkali land utilization, and agricultural disaster prevention and mitigation. Support shall be provided for facility agriculture, deep-sea aquaculture, "forest granaries," and the "vegetable basket" project to help build a diversified food supply system.
4. Promoting county-level wealth-generating industries. The upgrading and quality improvement of rural industries shall be vigorously promoted. Strong support shall be provided for distinctive industrial projects featuring large employment capacity and strong linkages with farmers. The development of wealth-generating industries shall be advanced, with a focus on supporting specialty agriculture, green agriculture, deep processing of agricultural products, rural tourism, rural logistics infrastructure, rural e-commerce, and other emerging industries and business models, thereby facilitating the digital transformation of rural industries. Private enterprises shall be encouraged to participate in rural revitalization. Credit and insurance support shall be increased for rural collective economic organizations, agricultural cooperatives, family farms, large-scale growers, and new-generation farmers to boost rural income growth.
5. Actively supporting rural development. Collaboration between agricultural and rural departments and financial institutions shall be promoted to explore the establishment of a linkage mechanism for major rural development projects and related loan information. Government data interconnection and sharing with financial institutions shall be strengthened to effectively expand rural investment. Greater and continuous financial support shall be provided for public services, including rural roads, healthcare and elderly care, logistics and telecommunications, water and electricity supply, clean energy, and rural living environment improvement. The comprehensive revitalization of rural areas and new urbanization shall be promoted in an integrated manner to advance infrastructure and public service integration in urban and rural areas. Financial support models for the market entry of collectively owned construction land for business purposes shall be explored.
6. Consolidating and expanding achievements in poverty alleviation. The Notice by the General Office of the China Banking and Insurance Regulatory Commission of Issuing the Work Plan for Supporting the Key Counties Designated by the State for Receiving Assistance for the Rural Revitalization (No. 97 [2021], General Office of the CBIRC) shall be earnestly implemented, and support shall be provided for key counties receiving rural revitalization assistance to increase credit supply and develop agriculture insurance. Financial support for post-relocation industries in concentrated resettlement areas shall be intensified, and financial service quality in such areas shall be further improved. Preferential policies for individuals lifted out of poverty, covering serious illness insurance and medical aid, shall be strictly implemented, and insurance for preventing people from returning to poverty shall be carried out in a standardized manner.
